The Partnership Cabinet of Liberal Democrat and Independent members will consider the proposed sale of RBWM’s freehold interest in the Windsor Yards shopping centre on 30th April, in a deal that would break the stalemate of the existing agreement. 

 

Cabinet papers explain that, under the historical lease agreement, proceeding with the development was unviable and unlikely to ever proceed. This administration stepped in, determined to see this part of Windsor regenerated, while benefiting the Borough’s finances. This prompted a series of new negotiations, and as a result, we have secured a mutually beneficial deal.

 

If approved, the Windsor Yards development, which already has planning permission, will be clear to commence, regenerating the town centre and unlocking many benefits to the area. Plans including a boutique cinema, as well as an enhanced retail space, an apart-hotel, office space and residential accommodation, will be a boost to the afternoon and evening economies and make Windsor an even more attractive offering to both residents and visitors.

 

Cllr Adam Bermange, lead member for Planning, Governance and Asset Management, said “I am very pleased that this administration has been able to break the historical stalemate and negotiate a very good deal for RBWM. The dual objectives of getting the development going and ensuring financial benefit for the Borough are critical factors in the decision.”

 

Cllr Amy Tisi, Lead Member for Children’s Services and Windsor, said “This is a fantastic deal for Windsor and the Borough – this much needed regeneration of Windsor Yards would bring exciting new entertainment, leisure and retail offerings into the heart of Windsor and I hope it will provide a boost for the whole town.”
